₱21.64-B AIRPORT DEAL TO PROCEED TO SWISS CHALLENGE AFTER DOCUMENTS ARE COMPLETED

MANILA, Philippines — The government is preparing to proceed with the Swiss challenge for the ₱21.64-billion unsolicited proposal of Philippine Regional Airports Consortium to operate and maintain the airports in Davao, Bicol, and Siargao once the required documents are completed.

Civil Aviation Authority of the Philippines (CAAP) Director General Raul del Rosario said the consortium may submit the missing documents while negotiations are ongoing.

The Investment Coordination Committee (ICC) deemed the proposal incomplete on September 14.Under the Swiss challenge process, other companies may submit competing offers for the project.

As the original proponent, the consortium has the right to match the best competing offer, subject to applicable rules.The PPP Center previously said the process could begin in the first quarter of 2027.

The proposal covers a 30-year concession for Davao International Airport and Bicol International Airport, and a 15-year concession for Sayak Airport in Siargao. The project aims to expand the airports’ passenger and cargo handling capacities and improve services for travelers. #
