DAVAO CITY β Changi Airport Group, the operator of Singapore Changi Airport, has emerged as a leading contender to modernize Francisco Bangoy International Airport under a multi-billion-peso PublicβPrivate Partnership (PPP) program.
The proposed β±12.9-billion
Rehabilitate-Operate-Transfer project aims to upgrade Mindanaoβs busiest airport through a two-phase expansion. Plans include enlarging the passenger terminal, improving airside facilities, constructing new support infrastructure, and enhancing the overall passenger experience to meet global standards.
Sebastian Duterte expressed support for Changiβs possible entry, citing the companyβs decades of experience managing one of the worldβs most acclaimed airports, known for seamless operations, top-tier services, and iconic attractions such as its indoor waterfall and lifestyle complex.
The Department of Transportation said other major groups, including Filinvest Development Corporation and JG Summit Holdings, have also shown interest. Authorities view privatization as a long-overdue move to boost efficiency and competitiveness.
An additional β±650 million in government funding is also set to expand the terminalβs floor area and increase passenger capacity, while generating thousands of jobs during construction.
Once completed, the overhaul is expected to double the airportβs capacity, attract more international airlines, and strengthen Davaoβs role as a key hub for trade, tourism, and investment in Mindanaoβfurther positioning the city as a gateway to global opportunities. #
