MANILA — Executive Secretary Ralph Recto and National Anti-Poverty Commission (NAPC) Secretary and Lead Convenor Manny Pacquiao have agreed to strengthen coordination among government agencies to accelerate poverty reduction efforts.

Recto and Pacquiao discussed at Malacañang ways to better align government programs and ensure that assistance directly addresses the needs of poor and vulnerable families.

The Marcos administration is targeting a reduction in the country’s poverty incidence to 9% by 2028. Data from the Philippine Statistics Authority (PSA) showed that poverty incidence declined to 9.7% in 2025, from 15.5% in 2023, although about 11.08 million Filipinos remained poor.

Recto emphasized the need to sustain and accelerate poverty alleviation programs and improve coordination among agencies to ensure that government assistance reaches communities and sectors most in need.

The NAPC, the government’s coordinating and advisory body on social reform and poverty alleviation, is expected to play a key role in aligning these efforts. #
