We are honored to present for your reference and endorsement the proposed 2026 People’s Constitution of the Federal Republic of the Philippines, prepared by the People’s Constitutional Reform Initiative (PCRI).
The PCRI is a broad multi-sectoral movement of patriotic citizens, professionals, civic organizations, and reform advocates united by a common conviction that the time has come for meaningful constitutional reform to enable our nation to overcome the structural limitations that have long constrained our political and socioeconomic progress.
After extensive study and public consultation, the initiative proposes the adoption of a Federal–Presidential–Unicameral system of government. This framework seeks to modernize the architecture of governance, strengthen national unity, empower regional development, and create a more responsive and accountable political system capable of meeting the complex challenges of the 21st century.
The proposed Constitution is guided by a clear and enduring national objective: to build a strong, just, and progressive republic that serves the interests and aspirations of all Filipinos, and not just the privileged few.
Through a federal structure, regional governments can be empowered to address local needs more effectively, while remaining firmly integrated within a strong national framework. A presidential system provides stable executive leadership, while a unicameral legislature promotes efficiency, clarity in lawmaking, and greater accountability to the people.
This proposed constitutional framework reflects a vision of national renewal, one that seeks to strengthen democratic institutions, promote equitable development across all regions, and secure the long-term prosperity and stability of the Filipino nation.
