DAVAO CITY — Changi Airport Group, the operator of Singapore Changi Airport, has emerged as a leading contender to modernize Francisco Bangoy International Airport under a multi-billion-peso Public–Private Partnership (PPP) program.

Rehabilitate-Operate-Transfer project aims to upgrade Mindanao’s busiest airport through a two-phase expansion. Plans include enlarging the passenger terminal, improving airside facilities, constructing new support infrastructure, and enhancing the overall passenger experience to meet global standards.
Sebastian Duterte expressed support for Changi’s possible entry, citing the company’s decades of experience managing one of the world’s most acclaimed airports, known for seamless operations, top-tier services, and iconic attractions such as its indoor waterfall and lifestyle complex.
The Department of Transportation said other major groups, including Filinvest Development Corporation and JG Summit Holdings, have also shown interest. Authorities view privatization as a long-overdue move to boost efficiency and competitiveness.
An additional ₱650 million in government funding is also set to expand the terminal’s floor area and increase passenger capacity, while generating thousands of jobs during construction.
Once completed, the overhaul is expected to double the airport’s capacity, attract more international airlines, and strengthen Davao’s role as a key hub for trade, tourism, and investment in Mindanao—further positioning the city as a gateway to global opportunities. #
